Hempstead is the county seat of Waller County, fifty miles northwest of Houston. US 290 meets State Highways 6 and 159 here. The city held 5,430 people and 2,294 homes at the 2020 Census, on about 6.6 square miles of land. ZIP 77445 around it covers about 186 square miles, and most of that land lies outside the city limits. Paving here runs two ways: business lots on the highways, and long driveways and ranch roads in the county.
JEJ Asphalt & Concrete Recovery is based in North Zulch, about 71 road miles north of Hempstead. We come down Highway 21 to Bryan, then follow Highway 6 south through Navasota into town. Hempstead and the rest of Waller County sit at the south end of the area we work. Out here we take on larger paving and chip seal projects: asphalt driveways, parking lot paving and private roads. Waller County changes from north to south. The north end is rolling, timbered country, and the south opens into coastal prairie. Elevations only run from about 100 to 300 feet. The Brazos River forms the county's west line, and its bottoms hold fertile alluvial soil.
Away from the river the prairie is sandy loam, and a small southern area has black waxy soil. A job in Waller County can sit on any of the three. Waxy clay swells when it gets wet, then shrinks and cracks in a dry spell. Pavement laid directly on it cracks along with the ground.
So drainage and base work come first. We grade the site so water runs off, then put down the base and compact it. Hot mix asphalt goes down with our own LeeBoy pavers and gets rolled with a double steel drum roller. We put a 3-year written warranty on new asphalt we install.
Until the 1940s, Hempstead was the largest shipper of watermelons in the United States. The town hosts a watermelon festival in July. ZIP 77445 held 14,160 people at the 2020 Census, and more than half lived outside the city limits. The county also has unincorporated communities such as Monaville and Sunny Side.
Rural paving here means long driveways, ranch roads and private roads shared by a few homes. On a long drive, chip seal is often the better fit. It is asphalt emulsion sprayed on a prepared base, with rock spread and rolled in, in two or three courses. County and TxDOT crews call it seal coat, a different job from sealcoating a driveway.
Hot mix asphalt gives a smoother surface and stands up better where loaded trucks turn. Road paving for a private road or a subdivision street can go either way. Where paving can wait, a road base driveway with a crown and side ditches sheds water. Asphalt or chip seal can go over it later.
As the county seat, Hempstead runs on county government, shipping and a small but growing industrial base. US 290, Highway 6 and the Union Pacific Railroad all serve the county. Business lots in a town like this see two kinds of traffic. Cars park at offices and churches, and loaded trucks work the industrial yards.
Where trucks turn or a dumpster sits, a lot needs a heavier section than the parking stalls. New lots, expansions and replacements of failed pavement all start with grading and base. We plan the work in phases with you so the business can keep operating. Churches and property managers get a site visit and a free estimate too.
After paving, parking lot striping lays out the stalls, arrows, stop bars and fire lanes. Accessible spaces and access aisles get marked to the Texas Accessibility Standards and the ADA Standards. On an older lot, crack filling and sealcoating keep water out of the base. Where the base has already failed, asphalt repair cuts the bad area out and rebuilds it.
That depends on whose road the driveway meets. US 290, Highway 6, Highway 159 and the county's FM roads are run by TxDOT's Houston District. A driveway onto any of them needs a TxDOT permit, Form 1058. No work starts on state right of way until the permit is fully executed and TxDOT gets a 24-hour notice. A TxDOT inspector then reviews the finished driveway.
On a county-maintained road, the permit comes from Waller County Road and Bridge Engineering. After you apply, the county inspector sets the culvert size and the grades. The pipe must be at least 15 inches across and 20 feet long, in reinforced concrete or HDPE. Pipes larger than 30 inches also need safety end treatments with pipe runners.
Waller County does not install culverts or provide the pipe. A commercial driveway may have to be designed by a professional engineer and reviewed by the County Engineer. Inside the city limits, ask the City of Hempstead before any work in the street right of way. Whichever road it is, we install the driveway culvert and build the drive to that road's rules.
