Normangee sits where FM 39, FM 3 and the Old San Antonio Road meet. The town sits on the Leon and Madison county line. Most of the town is in Leon County and a slice of it is in Madison County. The 2020 census counted 495 people inside the town limits. Another 3,677 live across the 77871 ZIP code, spread over about 200 square miles. That is cattle and hay country. Most paving work here is not a subdivision driveway. It is a quarter mile of drive off a county road. It is a pad at the shop, or a ranch road that ruts up every wet winter.
JEJ Asphalt & Concrete Recovery is based in North Zulch, eight miles south of Normangee on FM 39. We pave in hot mix asphalt with our own LeeBoy pavers and a steel drum roller. We build asphalt driveways, shop pads and parking lots, and we chip seal ranch roads and private roads. We also sealcoat, crack fill, patch and stripe pavement that is already down. Call or text (979) 595-5944 for a free estimate. We come out, look at the site and measure it.

The USDA soil survey maps the middle of town as a Crockett-Wilson complex on 1 to 3 percent slopes. The top few inches are loamy and easy to work. From about six inches down it turns to a layer that runs over 40 percent clay and drains very slowly. Both are smectitic clays. That is the kind that swells through a wet winter and shrinks back in a dry August. Pavement built on it moves with it.
Head west and northwest toward Wealthy, Flynn and Hilltop Lakes and the ground changes over. The survey maps deep loamy fine sands out that way, well drained and easy to dig. Water moves down through sand instead of standing on it. Neither ground builds a road on its own, though.
So the base carries the job here, not the asphalt on top. We grade the site for drainage, then lay road base and compact it before any asphalt goes down. On a drive staying unpaved, the same work decides whether a road base driveway holds or washboards. The estimate spells out the thickness, the base work and the square footage for your job. We give a 3-year written warranty on new asphalt we install.
Three state routes run through town. FM 39 and FM 3 cross in the middle of Normangee. TxDOT's designation file lists the Old San Antonio Road as a state highway as well. It runs from SH 21 at Midway through Normangee toward Benchley. If your drive ties into any of the three, you are connecting to state right of way. That means a TxDOT access driveway permit, Form 1058, filed with the Bryan District office that covers both counties.
Off those routes you are on a county road, and the county sets the rules. On the Madison County side, the county publishes a driveway access permit checklist. It calls for a permit to put in a new driveway or install a culvert. It calls for one to change a dirt driveway to asphalt or concrete. Adding a layer of gravel to an existing gravel drive does not need one. Neither does sealcoating an asphalt drive that is already there. Madison County's minimum culvert is 24 feet long and 15 inches across, with the precinct commissioner making the final call.
Leon County runs its road permits through the county judge's office and the four precinct commissioners. Ask the commissioner for your precinct before anything starts in the county right of way. We build the approach to whatever the road owner requires. Texas law also calls for a notice to Texas 811 before anyone digs.
Leon County income runs on cattle and hay, with cow-calf operations and livestock sales carrying the farm side. That shows up in the drives. A long drive back to a house set off a county road is normal here. So is a hay road that a loaded trailer cuts up every June.
For a long low-traffic road you have a few real choices. You can keep it as road base and regrade it when it ruts. You can put chip seal over a good base. That is emulsion sprayed down, rock spread over it and rolled in, in two or three courses. TxDOT's own seal coat manual calls a surface treatment over a crushed stone base the least expensive permanent bituminous surface available. Or you can pave the whole thing in hot mix and be done with it.
Private and shared roads are their own question. Hilltop Lakes, off FM 3 northwest of town, is run by a property owners association. Check with the association about anything inside it. On a shared ranch road, the people on it decide together what the road gets and who pays. We can pave private and ranch roads in sections when a group is splitting the work.
Commercial work in a town this size is small-lot work. The buyers are the businesses on Main Street and along FM 39. Add the churches, and the shops and equipment yards out on the county roads. Plenty of them sit on gravel, or on asphalt nobody has touched in years.
We build new lots and rebuild failed ones. A truck lane or a dumpster pad gets laid heavier than a car stall. Fresh pavement is striped after, with accessible spaces and access aisles marked to the Texas Accessibility Standards.
On a lot that is still sound, upkeep costs less than replacing it. Cracks get filled with hot rubber before water reaches the base. Failed areas get cut out and patched, then sealcoating and new lines. We plan the work in phases with you so a business can keep operating.
